REGULATION NO. 4/2014 issued by Director of THE WARTARIVERMOUTHNATIONAL PARK dated 25th February 2014 Rules for making the area of the Warta River Mouth National Park accessible to tourism

According to the Nature Protection Act of 16th April 2004 art. 12, 15 and 102 item 2 (Journal of Laws from 2004 no. 92 item 880) and Regulation no. 78 of the Minister of Environment from 9th January 2014 on environmental protection objectives for the Warta River Mouth National Park for years 2014-2018, the following rules have been established:

§ 1

1.      The area of the WartaRiverMouthNational Park, hereinafter referred to as the Park, shall be accessible to tourists all year round.

2.      Visiting the area of the Park is allowed from dawn to dusk.

3.      Staying in the park after dusk is allowable to visitorsauthorisedto perform recreational fishing according to Regulation no. 3/2014 from 24.02.2014 issued by  the Director of the Park on making the area of the Park accessible to recreational fishing,

4.      The visitors specified in section 3, above, are allowed to walk after dusk (according to the rules set forth in § 3) only o roads leading to fishing spots i.e.

Słońsk Protection Zone:

-         Road from Kłopotowo Bridgeto the WartaRiver

The Northern Polder Protection Zone

-    Kamieńska Dyke

-         Dąbroszyńska Road

-         Northern Levee

§ 2

For the safety of all park visitors and the protection of wildlife, the Director may prohibit entrance to theParkas awholeor in selected areasfor tourism purposes if he considers that circumstances require so.

 

§ 3

The following roads are accessible within the Park boundaries:

a. Roads for car traffic (vehicles up to 3.5tones):

Słońsk Protection Zone:

-         KłopotowoBridge- the WartaRiver

-         Poplar Road from the Park boundary to the parking lot on II Górka.

The Northern Polder Protection Zone

-         Dąbroszyn Road  (from Park borders to “Śluza”)

-         Kamieńska Dyke (the road from Kamień Mały to the Warta River

-         Yellow Road from Kamieńska Dyke to Witnica

-         Access road to the parking lot by the shelter near the ferry crossing - Witnica

Chyrzyno Protection Zone

-  Road bridge in Kostrzyn - parking lot „High Voltage”

 

b. Additionally motorbikes are permitted on the following roads:

 

Słońsk Protection Zone:

            - Poplar Road - Postomia

            - MilitaryBridgeto the WartaRiver

            - OwnickiBridgeto the WartaRiver

 

c. Hiking and cycling is permitted on the roads listed in subsections a and b above as well as on the following roads:

 

Słońsk Protection Zone:

-         Nature path “On the birds’ trail” the so called “Betonka”, however its maximum capacity are 150 people

-         Diagonal Road

-         Road through Hills

-         II Bridge – III Bridge

-         Paths and dirt roads along the left bank of the PostomiaRiver

-         Paths and dirt roads along the left bank of the Warta River (from the 14th km river up to Park’s borders

 

The Northern Polder Protection Zone – Witnica

-         Nature path By two wheels across the Northern Polder”, however its maximum capacity are 100 people

-         Hard-surfaced roads between MaszówekCanaland Northern Levee

-         Krześniczki Road(the road from Krześniczki to Beaver Road)

-         Yellow Road from Krześniczki Roadto Kamieńska Dyke

-         Mościczki Road(the road from Mościczki to Yellow Road

-         Cross Road

-         Paths and dirt roads along the right bank of the Warta River

-         Road from “Śluza” to Warta River

-         Northern Levee ( according to the rules set in point 2 §3)

Chyrzyno Protection Zone

-         Nature path “Wetlands” however its maximum capacity are 50 people

-         Roads leading from all bridges (Chyrzyno, Parking lot, Żabczyn, Słowik, Zone) located on RedCanal(along the road no. 22 Kostrzyn-Słońsk) to Postomia, from 16th June to 31 December

-         Paths and dirt roads along the left bank of thw PostomiaRiver

 

d. Hiking is permitted on the roads listed above as well as on the following roads:

 

Słońsk Protection Zone:

-         Concrete Road  - levee of RoyalIsland(entry is permitted only for a group of up to10 people, aged above 7 years old, accompanied by a Park employee).

 

The Northern Polder Protection Zone

-         nature path “Olszynki”, however its maximum capacity are 50 people

 

2. The road on the dyke on the right bank of Warta River (so called Northern Levee) being in the charge of  Lubuskie Provincial Land Melioration and Water Units Board are accessible according to the valid regulations i.e. it’s prohibited to drive and ride horses (article 88n of the law from 18th July 2001 Water Law) except bicycle traffic (Decision of Lubuskie Province Marshal from 08.01.2013)

 

3. Pedestrian and vehicular access, as well as any other access than that specified above, is prohibited on the remaining roads.

 

§ 4

1. Water tourism is allowed

- on the WartaRiver

- kayaking/canoeing is allowed on Old WartaRiver (MaszówekCanal). A kayak/canoe trip is available for groups of up to 20 people per trip. The trip has to be reported to Park’s headquarters or to the Northern Polder Protection Zone Officer

- sailing is allowed from the mouth of the PostomiaRiverto SomerIsland(boats up to 8 mlength are allowed, motorboats are not permitted), from dawn to dusk, only between 15th July and 30th September.

2. Water tourism on other waters of the Park is prohibited

§ 5

1. Pedestrian and vehicular access on the roads as specified in § 3 is possible after the water has receded on those roads.

2. On set occasions, the Director of the Park may give permission to make other roads accessible for pedestrians and vehicles and set out the dates and rules for using them.

3. Building hides, look-outs and other facilities used for animal watching and photographing shall require a permit issued by the Director of the Park

§ 6

1.No dogs are allowed in the area of Słońsk and Chyrzyno Protection Zones.

2. Dogs must be kept on a leashat alltime in the area the Northern Polder Protection Zone

3. The prohibitions from point 1 and 2 do not include sheep dogs in the areas where the protection objectives allow pasturing or assistance dogs

§ 7

1.      Making fires is permitted only in designated places:

- fireplace by Warta River Mouth National Park in Chyrzyno,

-fireplace by the shelter “Niwka”,

- fireplace by the shelter “Dąbroszyn”,

- fireplace by the shelter near the ferry crossing - Witnica

2. Due to the prohibition of cutting down trees, cutting branches from trees and firewood collecting - firewood should be brought into the Park by visitors.

3. Incase of serious fire hazard the Director of the Park is authorized to issue a prohibition on making fires in the whole area of the Park.

§ 8

 

Parking is only allowed in designated places:

-         Parking by Warta River Mouth National Park in Chyrzyno

Chyrzyno Protection Zone:

-         Parking “Wysokie Napięcie”

Słońsk Protection Zone:

-         Parking lot by the view tower “Czarnów Hill”,

-         Parking lot by the view tower “Górka II”,

-         Parking lot by the nature path “On birds’ trail”,

-         Parking lot “Grusza” (Czaplin),

 

The Northern Polder Protection Zone - Witnica

- parking lot by the nature path “Olszynki”

- parking lot by the ferry crossing – Witnica

 

§ 9

1. Organized groups of more than 20 people shall report their presence in the Park to the headquarters in Chyrzyno or to the relevant protection zone officers.

2. Organizing recreational and sports events in the Park (e.g. open-air photography workshop, fishing contests, rallies) shall require a permit issued by the Director of the Park.                                                                                                       

§ 10

Photographing, recording and making films of the nature and the Park facilities for commercial purposes shall require a permit issued by the Director of the Park.

§ 11

The rules for recreational fishing in the WartaRiverMouthNational Parkare contained in the separate Regulation.

§ 12

Fees for educational classes, access to Warta River National Park and its facilities, publications, amateur fishing licenses, photocopying documents are determined in a separate regulation.

§13

This Regulation is valid from 25.02.2014
